A Role for Human Rights in the Climate Engineering Debate?

IHR Clinic Acting Associate Director and Clinical Lecturer in Law Brian Citro writes about the role of human rights in the debate about climate engineering (CE). He argues that human rights can be used to better understand the procedural, distributive and consequential concerns associated with CE. A human rights approach prioritizes the principles of nondiscrimination and participation at all levels of governance, and ensures that those most likely to experience the greatest negative impact from CE are given an equal voice in decision-making processes.
